ABOUT US
In 1996, trailblazing parents and community leaders led an effort to educate the community on Senate Bill 40 legislation that would allow the county to levy up to a $0.20 per $100 valuation property tax to support the developmentally disabled.
Andrew County voters saw the need for our community, and it passed by the required simple majority. The Andrew County Commissioners appointed nine board members to serve on the first-ever Andrew County Senate Bill 40 Board, later to become known as The Sunshine Factory.
